Over the past decade, Land Property Services (LPS) has grown into one of the most important arms of the Department for Communities (DfC) in Northern Ireland. Since 2001, LPS has managed the collection of rates on behalf of government departments, local authorities, and the wider public sector organisations that depend on steady income to fund economic development and social development across the region.

Under Section 11(2) of the relevant framework, and in line with the Government Resources and Accounts Act, LPS must present its financial statements with a true and fair view of every transaction, yet auditors have flagged the accounts as qualified because of material levels of error and fraud found within benefit expenditure.

Land Property Services (LPS) Rate Rebate Overview

I have reviewed reports like the LPS Trust Statement many times, and what stands out is how much regular activity flows through rate accounts each year. In 2019-20, total rate rebate expenditure reached roughly £3.3 million, while total housing benefit expenditure for the same period touched £37.0 million.

The Rate Rebate Scheme, introduced through the Rate Relief Regulations on 27 September 2017, exists to support owner occupiers facing financial hardship, alongside low income households claiming housing benefit or wider Social Security benefits. Managed by Land Property Services , since that legislation, the rate rebate process has helped ease pressure on households across Northern Ireland.

Land Property Services (LPS) Error Rates and Digital Tools

By 31 March 2020, LPS reported that new claims had shifted noticeably, with error linked to fraud estimated at 10.6 per cent, up from 13.1 per cent the previous year, while a further 7.2 per cent and 2.5 per cent movement appeared across different claimant groups, partly influenced by COVID-19 disruption in the last year of the review.

Accounts Direction for 2017 breaks down payments made to claimants, showing a decrease of about £1.5 million overall. The Northern Ireland Assembly, together with the Executive and the Department of Finance, continues pushing LPS toward more efficient services, innovative services, and commercial services, all supported by property information gathered through the Spatial NI spatial data-sharing platform and tools such as ArcGIS, which help track land records and confirm eligibility for regularity in every claim.

Information on This Website

Anyone visiting the LPS website can find a wide range of information, including guidance on Rating policy, Property valuation, and Land registration. I always tell people to check the topics section first, since it links directly to Contact LPS details and the Ordnance Survey of Northern Ireland, giving a clear starting point for Property rating questions.

Services Provided by LPS

LPS supports Northern Ireland through a broad mix of Land Information services, from general valuation and general revaluations to maintaining valuation lists for both private domestic properties and non domestic properties. The Registry of Deeds and the Statutory Charges Register sit alongside the Land Registry, giving NICS departments and other government departments access to reliable records for estate management, planning, and land and property asset management.

Operational Support, Site Inspections, and Rate Relief Initiatives

Beyond record-keeping, LPS issues rate bills, processes refunds, and offers a professional support service to ALB’s and public sector bodies needing strategic advice. Field officers spend time inspecting factories, shops, and vacant properties to confirm decisions about place and location, while the property information service and NI Direct website publish mapping information, data, and updates on reporting tools. LPS also runs rate-relief schemes such as the Disabled Person’s Allowance scheme and the Help with paying your rates initiative, making payments and the Title Register easier to manage for everyone involved.

The LPS Management Team

The LPS Management Board brings together experienced leaders across Land and Property Services. Christine Farrell serves as Registrar of Titles, while Sharon Gallagher leads Rating Policy. Chris Rooney holds the role of Director of Land Registration, and Suzanne McLaughlin oversees Corporate Support. Colm Doran works within Valuation Services, and Tracy Flannigan manages LPS Transformation.

Further members include Andrew McAvoy, who guides Accommodation Services, and Mike Beare, responsible for Contracts. The Chief Survey Officer oversees the Ordnance Survey work, while LPS Digital and Revenues and Benefits round out the team’s reach across Northern Ireland. Board minutes and updates go out through LPScorporatereturns@finance-ni.gov.uk, keeping every Board Member connected on shared priorities, including the role of Commissioner of Valuation.

Annual Report and Accounts

For anyone wanting the full picture, the Annual reports and accounts page carries a direct link to every published document, letting readers dig into figures at their own pace.

How to Make a Complaint

If a service falls short, Land & Property Services welcomes requests for review. Every case follows published LPS operational service standards, with clear timescales set out even for complex cases, so each complaint about the service receives proper attention.

Freedom of Information

LPS operates under the Freedom of Information Act, and anyone can submit a request through the DoF Publication Scheme run by the DoF to request information held by the organisation.

National Fraud Initiative

As part of its duty to safeguard public funds, LPS takes part in efforts to detect fraud and prevent fraud across bodies that administer administering public funds. This work relies on the ability to share information between organisations, supported by auditing carried out in line with the law.

The Challenge

Before modern tools existed, Northern Ireland lacked a true one-stop-shop for geospatial information. Since 2007, LPS has worked on building the technical infrastructure needed for collecting, storing, managing, and processing land and property information at scale. The task involved delivering a single platform capable of location-based data, digital maps, and shared Spatial NI access for everyone who needed it.

The Solution

The answer came in the form of a powerful digital network. Today, roughly 24 million transactions pass through LPS systems per year, supported by sixty servers working in a load balanced setup alongside two servers dedicated to backup capacity. Esri-powered tools, including ArcGIS, sit at the centre of this scale, helping manage 213 active applications used by public sector employees across six government departments.

Geospatial Data Sharing and Public Mapping Infrastructure

Every month, close to 20,000 address searches take place, while broader use climbs to 9 million interactions per month through the Northern Ireland Mapping Agreement. The system connects 118 organisations to accurate geospatial data, guards against computer scams, and gives new users confidence in reliable performance.

From tracking winter gritting routes to monitoring flooding and the natural environment, the public viewer and external web services rely on Unique Geographic Identifiers, large-scale maps, and constant enhancements to keep the icon of Spatial NI running smoothly on both desktops and mobile devices, meeting demand that has grown by 50% since it launched, even as 7,000 new data sets continue to expand the large-scale base mapping interactions available to 30 partner bodies.

The Benefits

I have spoken with colleagues who describe Spatial NI as a genuine catalyst for Improved public services. Sean O’Boyle, the Chief Survey Officer, and Jim Lennon, Asset Information Development Manager, both note that Northern Ireland Water and the Department of Infrastructure now settle boundary disputes faster, thanks to up-to-date data and a shared digital terrain model (DTM).

Commercial Valuations and Rate Administration Efficiency

For business owners, the platform means a faster service when confirming business rate charges or reviewing draft commercial property valuations ahead of Reval2020. What once took three days now often takes two days, and in some cases an immediate decision is possible using nothing more than a postcode. This kind of enabler brings Substantial efficiency improvements for mobile staff and office-based staff alike, while customer service teams handle queries with far more transparent confidence, since near real-time spatial data replaces the old paper-based process.

Public Access, Emergency Response, and Data Integration

The wider public feels the difference too. historic maps, aerial photography, and ancestry research draw around 54,000 sessions and 54,000 views from 26,000 users, giving general public, not-for-profit organisations, and central government alike Better access to public records. During the COVID-19 crisis, local government used the same apps to give Agile responses to emergencies, from pot holes and broken street lights to fault reports affecting utilities.

The Education Authority uses it for school transport decisions within 3-6 weeks, helping children, parents, and guardians get clear information, while the Department of Health and the public health app benefit from an enterprise-standard exchange of government data. A

cross every application, this innovation delivers More transparent government, Effortless data management, and consistent service for citizens, customers, commercial businesses, and Organisations working with the Public Records Office Northern Ireland, even under local restrictions and during an emergency, giving staff the tools to monitor history of homes and business properties through one shared web app, benefiting online applicants with accurate information and fast resolution.

Basis of Qualification (Fraud and Error, Housing Benefit)

Turning back to the financial side, the Standards Assurance Unit (SAU) and the Analytical Services Unit reviewed figures covering the calendar year ending 31st December 2019, alongside a wider five year period of data. The report gives an opinion that remains qualified, since fraud rates and error rates stayed concerning despite considerable efforts by DfC and LPS to improve outcomes.

Land Property Services Housing Benefit Fraud and Error Rates

Customer fraud connected to Land Property Services housing benefit (HB) reached an estimated £5.6 million, while error added a further £2.4 million, together pushing the total percentage of irregular payments to around 10.6 per cent by March 2020. Since 1st January of the review period, extrapolated levels and estimated levels have decreased slightly, down close to 50% from £1.5 million in earlier years, yet regularity across the scheme has not fully recovered.
