Back in late 2023, work was already moving fast on this 330,000 sq ft project, and by the time it grew into its final form, it measured closer to 344,940 sq ft, making it one of the largest Grade A office spaces near Croydon.

The project began life as 2 Ruskin Square – Home Office, built to house a major government hub for the Home Office, sitting near East Croydon railway station as one of Croydon’s most ambitious state-of-the-art office building projects, and the numbers behind it tell an interesting tale. A 25-year lease locked in the arrangement from the start, giving everyone involved a long runway to plan around.

Stanhope worked alongside the Schroder UK Real Estate Fund, later renamed the Schroders Capital UK Real Estate Fund, as the developers who carried the scheme through planning permission, combining what was once a second commercial building and a third commercial building into a single pipeline to suit the scale the tenant needed. The Pension Insurance Corporation, shortened to PIC, agreed a purchase worth £267.6 million, buying the asset from SCREF once it reached Cat A standard. For PIC, a specialist insurer that serves defined benefit pension funds, the appeal came from secure cashflows, described as long-dated cashflows, predicable cashflows, and index linked cashflows, all designed to protect the pensions of its policyholders. This blend of Schroders, Stanhope, and PIC turned a simple Government Hub into one of Croydon’s most talked-about developments.

Building & Development Details

Standing near East Croydon station, Two Ruskin Square rises across 10 floors as the second Grade A office building to be finished within the wider nine-acre Ruskin Square scheme. I have walked through similar Stanhope projects before, and what struck me here was how the design firm AHMM balanced sustainability with everyday comfort, shaping bespoke flexible office space meant to support wellbeing as much as productivity. The building followed One Ruskin Square, a 183,000 sq ft office let to HM Revenue & Customs back in 2017, and it sits beside 1 Ruskin Square, home to HM Revenue and Customs as well.

Future Expansion and Completion of the Ruskin Square Development

Two further plots, counted among the two further office sites, hold outline planning permission for another 500,000 sq ft, and a third Ruskin Square office block is currently under construction, showing that this decade-long Stanhope-Schroders development is far from finished. The scheme also allows for tenant use of shared amenities, keeping every building connected to the same community feel. The site brought in Schroders Capital as funder and Lendlease as development manager, reaching Category A completion around June 2023 before welcoming approximately 3,000 civil servants who once worked out of scattered historical locations across Croydon. By August 2024, the space was ready to support the Home Office properly.

Amenities, Wellbeing, and Local Connections

Beyond the desks and meeting spaces, the developers thought about daily life too. Bicycle spaces and lockers encourage active lifestyles and fitness, while an outdoor terrace space gives staff room to breathe. On the ground floor, three retail units serve local amenities and everyday convenience, reflecting a genuinely community-focused approach, alongside a touch of residential life through a nearby residential block and Boxpark just around the corner.

If there is one thing that impressed me most while researching this building, it is the sheer number of green details packed into it. 2 Ruskin Square aimed for a BREEAM rating of Outstanding, later confirmed as BREEAM Outstanding, having started as a BREEAM Excellent target under the Design for Performance Pioneer Project. Engineers built in an all-electric energy strategy, a high performance façade, rainwater harvesting, and 35% green roof cover, alongside a modular structural design meant to lower embodied carbon across the build.

Sustainability Credentials and Flexible Workplace Design

These choices were not just for show. A 15% reduction in construction-related carbon, combined with photovoltaics on the roof, pushes the site toward a Net Zero Carbon basis, matching the Government’s ambition to hit net zero carbon emissions by 2050. Fully decarbonised power and electricity drawn entirely from renewable sources keep daily operations clean, which matters given how many people now pass through the doors each morning.

Inside, the layout supports a genuine effective mix of flexible work spaces and hybrid work spaces, alongside home zones, meeting rooms, and fully inclusive refreshment hubs. These sustainability design elements were not bolted on as an afterthought; they were part of the plan from the very first sketch, which is rare to see done this thoroughly in a public building.

Sale / Ownership Transaction

The sale side of this story is just as interesting as the building itself. Stanhope eventually sold its interest in 2 Ruskin Square, and the Pensions Insurance Corporation stepped in as the new landlords, paying roughly £267 million for the asset. For PIC, this marked a second purchase of a GPA Hub within just twelve months, following an earlier deal at First Street in Manchester back in August 2022.

The company described the move as part of a long-term commitment to the greening and modernisation of the UK Government’s estate, and it is easy to see why they call 2 Ruskin Square a best-in-class development. This kind of long pre-let arrangement, agreed well ahead of completion, is exactly why insurers like PIC keep returning to this type of sustainable asset. Few government-let buildings combine this level of sustainability with such a stable financial structure.

Home Office Relocation Details

Moving thousands of staff is never simple, and the Home Office relocation into Ruskin Square proves that point well. The move is expected around mid-2024, bringing Home Office staff out of Lunar House and Apollo House on Wellesley Road, plus one other Home Office building in Croydon, into the new buildings built to modern standards.

Transitioning from Lunar House to Modern Government Facilities

Lunar House, a 20-storey building dating back to 1970 and built by developer Harry Hyams, has served as the headquarters of the UK Visas and Immigration service for a quarter-century, making Croydon one of the country’s main points of entry for migrants and refugees. Once the lease transfers, the Government Property Agency will work with Wates Smartspace to fit out the space according to the Government Workplace Design Standards, finally moving approximately 3,000 civil servants away from their old historical locations.

David Camp, CEO of Stanhope, called the deal a boost for the South London area, pointing to fifteen years of work that helped revitalise Croydon as a commercial growth hub, adding that the transaction brought sustainability to the heart of the partners’ shared vision, built on a long-term vision stretching back 15 years.

James Agar, Head of Long Income at PIC, described government let commercial property assets as central to the firm’s strategy, noting that 2 Ruskin Square joins the First Street Hub as part of an expanding partnership with the GPA. Clive Anderson, GPA’s Director of Capital Projects, framed the site as part of the Government Hubs Programme, aimed at a smaller better greener estate that supports net zero carbon emissions, while Rob Cosslett, Fund Manager at Schroders Capital, praised the SCREF’s strategy of divesting once a business plan completes, noting the sale happened on time and under budget despite the Covid-19 pandemic.

Later, after completion, marked by CAT A base build completion arriving earlier than expected and full delivery targeted for late summer 2024, Clive Anderson again thanked the integrated delivery team for three years of effort across the supply chain, calling the result nothing short of an extraordinary building, while Matthew Rycroft, the Home Office’s Permanent Secretary, called it an innovative building built for the Home Office needs, describing a modern space meant to keep the country safe secure prosperous and offering a collaborative and enjoyable working environment for everyone stepping into the new Home Office Croydon Hub next year.
